The original point of the Romero zombie films is what the author of this article is saying. Zombies aren’t equipped to take over the world - they’re too slow. Government has to have failed us in the most catastrophic way possible, and people have to have turned on each other based on small differences. A zombie invasion is more about a human failure to respond and work together on a mutual problem than it is about being overwhelmed.
